What would be a good electronic day planner?

Please tell me how to put together an electronic choke for a tube light?

This might sound pretty dumb, but I bought a readymade kit for an electronic choke for a tube light even though I know nothing about electronics. I thought I can do some soldering looking in to the enclosed diagram and put it together, but I can’t figure out the head or tail of that diagram. Nothing in the kit resembles anything like what’s shown in the diagram including the circuit board. Now stop laughing and tell me how to put it together.
