Electronic always means working with components and such.
Electrical COULD mean working with components, or it could mean working with wiring, or it could mean working with power distribution. Or magnetics.
There is no universal answer though, depends on university to university.
I’d be careful about narrowing yourself to consumer electronic design. Get a comprehensive education. And consider a minor in in program management or mechanical engineering or lean manufacturing or something. Vanilla design engineers are a dime a dozen, there is a surplus of vanilla electronic design engineers.
